FLAGSTAFF, Ariz. - On Sept. 7, the Flagstaff City Council voted 4-3 not to reopen negotiations to amend the original 2002 contract with the Arizona Snowbowl ski resort. The proposed amendments would have allowed the ski resort to use up to 1.5 million gallons of reclaimed wastewater per day for artificial snowmaking during the winter months for a period of 12 years.
